Since 2011 and prior to his appointment as ECOWAS Commissioner for Trade and Free Movement, Chaibou Laouali occupied two ministerial posts in his country, Niger. He was minister in charge of relations with institutions before joining the Department of Civil Service and Administrative Reform. Chaibou Laouali is well versed in the workings of administrations and state agencies; he held the positions of Secretary General of the Chamber of Commerce, Agriculture, Industry and Crafts of Niger, Director General of "Doing business in Niger" and Director of Operations of the Agency for Funding and Encouragement of Free Enterprise in Niger. He was also involved in the management of numerous economic initiatives for the private sector supported by development partners such as the European Union and UNDP. This senior civil servant has been involved in the training and management development for corporate executives. Very active in associations, Mr. Laouali has created several networks and associations in the fields of economic and financial management. He holds post-graduate degrees in business management and international relations.
