5th CILSS Steering Committee takes stock of regional projects
The 5th CILSS Steering Committee meeting, held from 21-22 March in Lomé, provided an opportunity to take stock of current and new regional programmes implemented by CILSS and its development partners. The meeting was chaired by the newly appointed ECOWAS Commissioner for Agriculture, Environment and Water Resources, Mr Tchambakou Ayassor. The Food Security Thematic Programme (FSTP, second phase) and the Programme on Climate Change Adaptation and Mitigation (GCCA) were completed in January 2016 and both recorded very encouraging results. Among the new programmes, CILSS is managing the implementation of the AfDB-funded Programme to Build Resilience to Food and Nutrition Insecurity in the Sahel (P2RS - worth USD 231 million) and the World Bank-funded Regional Sahel Pastoralism Support Project (PRAPS - worth USD 248 million). The development partners’ representative, Mr Jorge Santos Oliveira, welcomed the initiative of organising a single steering committee meeting covering all regional projects managed by CILSS. He argued in favour of opening up participation to all involved partner organisations in order to facilitate information sharing and synergy building. He also urged the new ECOWAS Commissioner to strongly support the implementation of existing regional agricultural policies (ECOWAP and PAU). In response to development partners’ initiatives, CILSS is implementing a growing number of additional programmes and projects; at the same time, its original mandate includes a large number of vital core responsibilities aimed at ensuring food and nutrition security in the Sahel and West Africa. Finding the right balance between fulfilling its core mission and implementing support programmes remains a critical challenge.
